A universal service is any service or support (other than those above) for which national eligibility criteria (following Care Act) are not relevant. It includes the provision of information and advice. 'Signposting' indicates that the client will not be supported by the council and there is no universal service which will help them. Details are therefore given of other organisations (e.g. in the voluntary sector) that might be able to provide assistance.
